HCVP Tenant-Based Waiting List
The Cuyahoga Metropolitan Housing Authority (CMHA) is now accepting pre-applications for the Housing Choice Voucher Program tenant-based wait list lottery. The waiting list will remain open and will not close.
Beginning November 9th, adults age 18 and older can submit a pre-application online at www.cmha.net/apply to obtain a place on the wait list. The pre-application is online only; paper pre-applications will not be available. Only one application per person is permitted.
CMHA provides rental assistance to help low-income persons afford privately owned rental housing in Cuyahoga County.
Seniors and persons with disabilities can call 216-431-1471 from 8 a.m. to 5 p.m. for assistance with submitting a pre-application.

HCV Waitlist for PSH Participants
The Housing Choice Voucher Program (HCVP) provides rental assistance to help low-income persons afford decent and safe rental housing. The Department of Housing and Urban Development (HUD) funds the program and Cuyahoga Metropolitan Housing Authority administers it in Cuyahoga County.
An HCVP participant is issued a rental voucher and is then free to locate a dwelling unit suitable to the family's needs and desires in the private rental market. Once the family selects a unit, CMHA must inspect the unit before initial leasing and at least annually thereafter to ensure that the unit meets HUD housing quality standards (HQS). Once the unit passes an HQS inspection, CMHA will enter into a Housing Assistance Payment (HAP) Contract with the Owner who leases the unit to the family. Thereafter, CMHA pays a portion of the rent - a Housing Assistance Payment - to the owner on behalf of the family. The amount of assistance you receive is based on family income, family size, income deductions and the contract rent for the unit. Under the rental voucher program, the family is generally required to pay approximately 30% of adjusted monthly income toward rent and utilities. The HAP made by CMHA to the Owner generally pays the remainder.
The Cuyahoga Metropolitan Housing Authority (CMHA) prioritizes the health and safety of our communities and wants to ensure the well-being of all our employees, residents and partners. As the outbreak of COVID-19, continues to impact the greater Cleveland area, CMHA is taking extra precautionary measures to limit in-person interactions as recommended by the Centers for Disease Control and Prevention. To continue that commitment and offer the most protection against spread of the virus, Community Rooms and Community Centers will only remain open to Residents during the hours that Staff are present in the building. All activities in these spaces are limited to no more than 10 persons at a time who must remain socially distanced at all times while wearing masks. CMHA staff will be available for calls, emails, inquiries and limited work orders - Monday through Friday, 8 a.m. to 5 p.m. Seniors needing assistance are encouraged to call CMHA’s Senior Hotline at 216-271-2424 and all CMHA residents are encouraged to call the Resident Hotline at 216-271-2735.
